Abstract

The chapter focuses on explaining the causal links between security and safety within the transport infrastructure. The chapter presents the current state of protection and resilience of the transport infrastructure in Europe. The introductory part will focus on comparative analysis of the latest information on transport infrastructure. In addition, an overview of current European transport infrastructure directives and legal acts will be included. This will be followed by an analysis of the results of scientific research projects at European level. As a case study, the state of security and safety in the transport infrastructure of the Slovak Republic will be presented. The following will be a generalized set of recommendations to improve security and safety in the transport infrastructure. The chapter will be supplemented by relevant sources of information on the issues addressed.

Background

The definition of basic terms is a prerequisite for understanding the issue of “transport infrastructure safety & security”. Some of the terms used are generally established and are used almost identically in several countries, while others differ from one country to another. For this reason, in this subchapter, the researchers present the definitions, which are used later in the publication.

Security - according to the Cambridge dictionary “is a protection of a person, building, organization, or country against threats such as crime or attacks by foreign countries”. According to researchers, security is the property of the system (object, activity, etc.) not to threaten either persons or the environment (especially the environment) (Cambridge, 2019).

Technical safety - Safety according to the Cambridge dictionary: “is a state in which you are safe and not in danger or at risk”. According to safety researchers, it is a system setting to prevent losses caused by the unintentional activity of benevolent actors (Cambridge, 2019).
