Introduction

In the chapter is substantiation of the consideration of students with IDEA as a potential victimization of individuals (Mkrttchian, 2017). Reveals the essential characteristics and factors of development are of victim behavior of students with IDEA in the educational environment. Author's typologies of victim behavior or the behavior of the type of sacrifice shown by student with IDEA are in interpersonal interaction with teachers. Competency: a person – related concept that refers to the dimension of behavior lying behind competent performer.

Competence: is a set of knowledge, skills and attitudes required to perform a job effectively and efficiently. Thus, a competency is something that describes how a job might be done excellently and only describes what has to be done, not how. Core competency is something which cannot be copied and it is the pillar upon which individual rest. But competence or competencies refer to skills, knowledge both explicit and tacit and the capabilities which are inclusive of human and behaviour dimension required for proficiency and excellent performance.

According to Mkrttchian & Stephanova (2013a), individuals must demonstrate general competence in the following four areas:

  • 1.

    Meaning Competence: Understanding the culture of the organization and acting in accordance;

  • 2.

    Relation Competence: Creating and maintaining connections with stakeholders of the tasks or organization;

  • 3.

    Learning Competence: Identifying solutions to tasks and reflecting on experiences so that what is learned improves the next task completed; and

  • 4.

    Change Competence: Acting in new ways when the task or situation calls for it.

Mkrttchian & Stephanova (2013b) explain that framing competencies as an outcome can ignore the mental and personal processes that are utilized in developing and exhibiting skills and utilizing knowledge. Some idiosyncratic competencies that can assist a person in being successful in their job or contributing to the competitiveness of an organization may be overlooked if the competency model is solely used to strategically select only staff that fits this model and does not rely on developmental resources to facilitate acquisition of competencies where a gap exists Actualize a problem correction teacher’s victim behavior of students with IDEA, aimed at reducing the symptoms of his patterns in the educational environment and the promotion of the acquisition of positive experience of sovereign behavior. Empirical identified 5 groups of sociology-psychological competence of teachers in the field of studying correction and specified their structural and substantive characteristics. Intentional speech teachers plan is considered as a factor of success of the correction victim behavior of students with IDEA. Described empirically established forms of communicative intentions of teachers, exhibited in conjunction with the victimization of students, as well as the proposed construction of the rules of the competent teachers intentional speech plan. The developments of industry in modern times have become impossible without the system and general of the disparate and emphasizing individual skills of craftsmen. Before this, every craftsman was involved in the development of this «logos», independently applied the full range of necessary knowledge and skills and rarely modified them during the professional career, (Khannanov, 2014). Now there was a need for Supremes Lenik (s) who would think for everyone, keep in mind all operations constantly inventing new ones. But craftsmen in principle cannot be numerous due to the limited number of people with the relevant skills in the population. The problem was solved by the division of «logos» and «techne», (Khannanov, 2014).

The latter involves the initiative and the interested parties' points of view as the main conditions for the existence of the subject. Technology with its focus on the human being as an object (essentially an appendage to the machine) has a very limited application, at the lower levels of primary production. Therefore, an adequate way of organizing and managing oneself and others’ (in the case of the education system) is a learning “method”(Mkrttchian, 2017).
