Abstract

Data is becoming a powerful tool for both businesses and governments. Data can be public, open, government, and even linked. In several countries, including the United States, England, and France, open data has made it possible to open digitized public data explicitly to the general public. These data help strengthen relations between governments, businesses and citizens through greater transparency and the possibility of using them in several areas, including digital governance. The purpose of this work is to study open data influence on digital governance across four dimensions applied to some case studies related to several activity sectors, all to enhance its use.

1. Introduction

Open Data (OD) refers to readily usable, reusable, shared, and redistributed data by any citizen. The Open Data movement has spread widely globally and is becoming more and more adopted by government agencies and companies (Janssen & al, 2012; Kucera & Chlapek, 2014). This movement aims to increase the number of interactions between the different entities: governments, communities, businesses and citizens while respecting transparency, accessibility, usability, the emergence of new uses, and individuals' support for the increase in data in order to encourage the use of this notion of data by everyone.

The openness of systems is linked to the openness of data in particular. Studies of the context of the opening of these data carried out by several laboratories and by several researchers revealed that this opening offers at the same time advantages (transparency, participatory Governance) and obstacles (quality, provenance) to the owners and the users of these data due to several aspects (Moulin, 2014; Valerien, 2018).

Nevertheless, the massive amount of open web data available increasingly encourages companies and organizations to participate in the movement of ​​Open Data, especially in the interest of implementing a digital Governance strategy (Tygel & al, 2015). Digital Governance is a framework for establishing accountability, roles, and decision-making authority for an organization's digital presence, including its websites, mobile sites, social channels, and any other Internet and Web-enabled products and services.

The expectations of this paper are:

  • Carry out a detailed bibliographic study on open data and digital Governance: history, the context of use, obstacles, and advantages

  • Study the Influence of open data on digital Governance.

The remainder of this paper is organized into four sections. Section 2 defines the concepts of open data and data governance. Section 3 explores the Influence of open data on digital Governance and four dimensions that we have retained: transparency from governments to citizens and businesses, the interaction between governments and citizens, decision-making and economic potential. Finally, we conclude this paper with its main findings and perspectives.
