Muhammad Yousaf Shah was born in 1968 in District Lakki Marwat, Kyber Pakhtunkhwa, Pakistan. He did his Master’s degree in Social Work from Department of Social Work, University of Peshawar in 1993. He is Human Rights Professional and Community Development Specialist. He joined Ministry of Human Rights on the recommendation of Federal Public Service Commission on 1st November, 2012 as Director in BPS-19. He is currently working as Director National Child Protection Center in Ministry of Human Rights, Government of Pakistan. Before his job in Ministry of Human Rights, he remained a Brilliant Officer Social Welfare & Women Development Kyber Pakhtunkhwa, Pakistan. He had joined the Social Welfare Department on the Recommendation of Provincial Public Service Commission Khyber Pakhtunkhwa on 07 March, 1995. He got Gold Medal from Pakistan Social Association (PSA) as “SITARA- E- SAMAJ” (Star of Society) on all Pakistan Social Workers Conference in 1996. He served 8 years as Executive District Officer (EDO), Community Development Department (CDD) and District Officer positions in Social Welfare & Women Development Kyber Pakhtunkhwa Pakistan. He also served 7 years as Planning Officer in Directorate of Social Welfare & Women Development Kyber Pakhtunkhwa Pakistan. He had a vital role in the expansion of Social Welfare Department Khyber Pakhtun Khwa. He also remained as Provincial Coordinator Provincial Council of Social Welfare, Kyber Pakhtunkhwa for 02 years period. He was awarded with Commendation Certificate along with prize by District Administration Lakki Marwat, in 2001. He was honored by Secretary Local Govt. Department Govt. of Kyber Pakhtunkhwa and Country Director Plan Pakistan with Appreciation Certificate for Persistent efforts for Child Rights in District Batagram in 2008. He remained focal person of the Provincial Department on Gender Development, Women Development, Child welfare, Welfare of Transgenders, Rehabilitation of Disabled persons, Coordinator of NGOs, Disaster Management and Repatriation and Welfare of Aghan Refugees. He also served the people of earth quake areas in 2006-7 as a special assignment on the post of District Officer Social Welfare Department, District Batagram. He remained in the important positions of Social Department Khyber Pakhtunkhwa is District officer Social Department, Peshawar, DIKhan, Lakki Marwat, Batagram. In Ministry of Human Rights He remained as Regional Director Human Rights, Khyber Pakhtunkhwa, Balochistan and National child Protection Center, Islamabad.
