Trust Issues: Can Americans Believe the Government?

With all the hype surrounding the implementation of ObamaCare, it was a blatantly epic fail when the rollout of the government website for the insurance program, HealthCare.gov, was plagued with technical defects.

Trust Issues The president delivered an address on Monday to attend to concerns and assure the public that the website issues would be dealt with. According to The Washington Post: “The president’s address reflected the rising anxiety within the administration over the widening problems with the exchange’s enrollment process, namely through a federal Web site that has shut out many consumers looking to buy insurance plans before the benefits take effect on Jan. 1.”

The Post goes on to say that a poll released Monday shows that 56 percent of Americans believe flaws with the site reflect larger problems with the healthcare law, an alarming trend for the administration.

Even more disconcerting, the recent Gallup Poll states that less than half of Americans have faith that government is even operating in their general interest. Aside from the healthcare situation, Americans are most likely reacting to the recent federal shutdown and congressional fights over raising the US debt ceiling, NSA security leaks and personal security infringement.

The New York Times’ Opinion Pages on October 1st remarked that with our history, it’s hard for Americans to believe that the government tells the truth. Citizens feel the government has become too large and nonresponsive to citizens’ needs; that there are few benefits that can be obtained from the government; and the government is too intrusive in matters of privacy. According to various reports, there is also a public sense that the government has spent large sums of money on problems that have not improved, thus fueling public distrust. It is easy to find support in complaint against the US government, but harder to find actual strategies to combat this distrust and put citizens in a more positive position where they can rely on the government and political leaders for support.

In the IGI Global article, “Generating Citizen Trust in E-Government Security: Challenging Perceptions,” authors Rana Tassabehji and John Mellor of the University of Bradford, and Tony Elliman of Brunel University evaluate the aspect of individual “trust” decisions by providing support for citizens trying to evaluate the implications of the security infrastructure provided by the government. Based on studies of the way both citizens and agencies express their concerns and concepts in the security area, the project discussed will develop a software tool—a trust verification agent (TVA)—that can take an agency’s security statements and decide how effectively this program meets the security concerns of a particular citizen.

“Generating Citizen Trust in E-Government Security: Challenging Perceptions” is featured in the International Journal of Cases on Electronic Commerce (IJCEC), a quarterly reference designed to provide real life teaching cases based on individuals, organizational and societal experiences related to the utilization and management of electronic commerce. The cases published in this journal are not limited to only the experiences related to electronic commerce in business settings, but also include cases dealing with the use of information technology in electronic government and electronic society. Additionally, cases published report successful utilization of electronic commerce in addition to failures in utilization and management of electronic commerce in organizations throughout the world.
