South American Countries Join the Fight Against Cybercrime

“The nations of Panama and Paraguay joined the STOP.THINK.CONNECT. Messaging Convention today, bringing the online public safety awareness program to citizens in Central America and South America, at once and at last uniting the Western Hemisphere in confronting the cybercrime scourge.”-APWG

This is the most recent news as announced from the Anti-Phishing Working Group (APWG). Founded in 2003, APWG is the global industry, law enforcement, and government coalition focused on unifying the global response to electronic crime. The APWG is co-founder and co-manager of the Stop. Think. Connect. Messaging Convention, the global online safety public awareness collaborative. APWG is also founder/curator of the eCrime Researchers Summit, the world’s only peer-reviewed conference dedicated specifically to electronic crime studies.

According a recent APWG press release, Eduardo Jaen, General Administrator of the Autoridad Nacional para la Innovación Gubernamental of Panama, and Minister Executive Secretary Santiago Raul Vazquez of Paraguay’s Secretaría de Tecnologias de la Información y Comunicación (SETICs), were both present at a “signing ceremony with the Messaging Convention during the Segurinfo Washington 2013 conference at the Organization of American States (OAS) Hall of the Americas on June 27, during which they completed memorandums of understanding under which these nations' ministries would adopt the messaging campaign and deploy them in their respective countries.”

The issue of cybercrime has received much attention of late, as individual and organizational losses from online crimes frequently reach into the hundreds of thousands or even millions of dollars per incident. Within the IGI Global chapter, “Emerging Cybercrime Trends: Legal, Ethical, and Practical Issues”, Professor Gurvirender Tejay and doctoral student Sean M. Zadig, both of Nova Southeastern University, USA, express the importance of increased awareness, and that cybercrime is a very real threat:

“Cybercrime in the 21st century is rapidly evolving, with new techniques being developed and exploited by criminals worldwide. This new type of crime is no longer the exclusive domain of the Information Systems (IS) security professional; now, every person who interacts with technology in some fashion, from the IS manager, to the end user, to the shareholder of a company which utilizes technology, needs to have an awareness of these dangerous new trends. Furthermore, modern cybercrime poses various technical, legal, and ethical challenges to those whose job it is to focus upon it, from scholarly researchers who study cybercrime, to IS security professions who defend against it, and to the law enforcement officers and prosecutors who investigate it.”

This informational chapter is part of the IGI Global title, Investigating Cyber Law and Cyber Ethics: Issues, Impacts and Practices, edited by Dr. Alfreda Dudley, Dr. James Braman, and Dr. Giovanni Vincenti of Towson University, USA. Their title discusses the impact of cyber ethics and cyber law on information technologies and society. Ethical values in computing are essential for understanding and maintaining the relationship between computing professionals and researchers and the users of their applications and programs. While concerns about cyber ethics and cyber law are constantly changing as technology changes, the intersections of cyber ethics and cyber law are still underexplored.
